The Learning and Confidence Committee is a multi-agency committee that has been established to disseminate and promote learning across the police service. Its members, who all have a role to play in enhancing the service provided by the police, are:
Association of Chief Police Officers (ACPO)
- leads and coordinates the direction and development of the police service
Association of Police Authorities (APA)
- police authorities are responsible for ensuring the local police force is efficient and effective
Home Office
- overall responsibility for the police service
Independent Police Complaints Commission (IPCC)
- recommends improvements to police policy and practice in the light of issues arising from the police complaints/conduct system
HM Inspectorate of Constabulary (HMIC)
- responsible for inspecting and improving the efficiency and effectiveness of the police service
National Policing Improvement Agency (NPIA)
- supports the police service by providing expertise, training and support in developing policy.
Police Superintendents Association
–
a professional association representing senior police officers

Police Federation
- a staff association for all police constables, sergeants and inspectors (including chief inspectors).
The Committee is chaired by a representative of the IPCC.
